Try reving the bike with a finger or 2 in the airbox inlet hole to restrict airflow and see if the revs improve. If it does improve, the carbs may be drawing in excess air from somewhere. Check the rubber airbox manifolds are sitting correctly on the carbs or the airbox might not be sealing correctly or the seam in the airbox may have split. No harm checking it out.

I would start by cleaning the carbs (i think 1 or two main jets are dirty) Bandit engines are running very lean out of the box and if you have a other end can it is worse

Carbs - they need taking out and cleaning. The pilot jets on Bandits have miniscule holes......take the pilots out, blow through them. I've had terrible problems with them myself. Soak them in thinners, dry them well before you put them in the bike.
Only park the bike up when it has Super Unleaded, normal contains ethanol which goes off and turns petrol to treackle (and blocks your pilots). Fire up every 3 months to move the fuel through the pilots. Fit a filter between the tank and the carbs......the problem doesnt repeat itself
